SDMP INFRA TURN-OVER. Outgoing Camp 3, Tuba, Benguet, Barangay Captain Benny Baliton, 5th from right, and six (6) of his Kagawads accepted the two (2) replicas of the infrastructure projects implemented in his area which were turned-over by Philex Mining Corporation-Padcal Operation to the community under its Social Development and Management Program (SDMP). The first replica, first photo, represented the PhP6M electrification of Torre, Alang, Camait, Alapang, Kimmabab and Balayan which currently benefits 31 households. The second replica, second photo, represented the PhP6.2M worth of 6.39 meters concreted road from Kimmabab to Balayan for the use of 3,120 residents. Stakeholder-representatives who participated during the occasion were MGB-CAR, 4th from right; Camp 3 community representatives and elders; and the Office of Benguet Governor Nestor Fongwan. The Philex group was headed by a corporate officer from the Makati Office, Jomar Pritos, together with Padcal COMREL Staff, Mherdad Jamal Agustin and Clarence Rosado.

PUSONG PHILEX SCHOLARSHIP PROGRAM (SY 2014-2015). Philex Mining Corporation (PMC) located in Padcal, Tuba, Benguet has 102 Indigenous People (IP) student beneficiaries funded by the Social Development and Management Program for SY 2014-2015. They belong to the Ibaloi tribe (53), the Kalanguya tribe (48) and the Kankana-ey tribe (1). Before the SDMP was implemented in CY 2003, PMC has provided scholarhip grants to the IPs in the community. From SY2002-2012, the company has 134 scholars who graduated from the different Colleges and Universities in Baguio City and in Benguet Province. The student scholars came from the host and neighboring communities of barangay Ampucao in Itogon, Benguet and in barangays Camp 3, Camp 1 and Ansagan in Tuba, Benguet.
MEETING ON COMMON GROUND. The 2016 National Mine Safety, Environment and Social Development Division (MSESDD) Forum was held at Bayview Park Hotel, Manila on March 14-18, 2016. All the MGB section and division chiefs of the MSESDD nationwide met to review and discuss department’s policies and guidelines on safety, environment and social development to come up with a uniform implementation of the Implementing Rules and Regulations of R.A. 7942.
FUTURE VOICES. Mass Com student interns attended the Media and Mining 101 spearheaded by the Baguio Correspondents and Broadcasters Club (BCBC) and the Mines and Geosciences Bureau-CAR on March 22-23, 2016 at the MGB Hall. The activity was in partnership with the SICE Team and the Chamber of Mines of the Philippines who served as resource speakers on Mining 101 while media practitioners shared their expertise to future journalists and writers.

GEOLOGICAL HAZARDS COULD AFFECT RESIDENTIAL HOUSES IN ABRA. Barangay Tamac, Villaviciosa, Abra (enclosed by yellow line) with 150 houses is being threatened by landslides once it progresses. Escarpment is indicated by red lines in the photo. Arrows show the direction of possible ground movement. The MGB-CAR recommends relocation of the affected houses to a more stable ground due to the imminent danger and to declare the area as a “Danger /High Risk Zone”. [click on photo for more]
LANDSLIDE AT SITIO ELIZABETH, TANEG BURIES 17. Sitio Elizabeth in Taneg, Mankayan, Benguet is a gold rush area partly within the “Eli Conda” mineral claim of Itogon Suyoc Resources, Inc. (ISRI). It is characterized by very steep slope with thick soil cover vegetated with several tree species and vegetable crops. The landslide area was affected by saturation due to heavy precipitation at the on set of Typhoon “Ineng” and monsoon rains. Seventeen (17) died in the area due to the landslide and were mostly identified as small scale miners and their families who conducted their mining and milling activities therein. A creek traverses the landslide area and was already buried by landslide during the time of investigation on August 25-26, 2015. [click on photo for more]
IMMINENT DANGER. Small scale miners at Sitio Palasaan in Taneg, Mankayan were observed to be within a “Critical Area” in terms of landslide susceptiility. Landslides/scarpments surround the SSM area in Sitio Palasaan shown in the above photo. MGB-CAR geologist Benigno Cesar Espejo on board the PAF Sokol Helicopter noticed another geologically critical area while inspecting the landslide in Taneg, Mankayan. Sitio Palasaan is adjacent to Sitio Elizabeth where a landslide occurred during Typhoon Ineng.
SDMP farm-to-market road for Balayan, Camp 3. The Mines and Geosciences Bureau-CAR had been going around mining companies in this region to monitor and validate their compliance in the implementation of their approved 2015 Social Development and Management Programs (SDMPs). Above picture shows residents of Balayan and Kimmabab communities in Camp 3, Tuba, Benguet, taking time off to help in the construction of their 1,637 meters farm-to-market road amounting to PhP6,394,869.00, one of the approved projects of Philex Mining Corporation for its host and neighboring communities. To ensure that the quality of the project meets stipulated requirements, some technical personnel of the company’s Community Relations Department get fresh concrete samples during the activity. In cases that fresh concrete samples are not taken, hardened concrete testing is done.

ENHANCING CAPABILITY: A WORLD-CLASS MINING PRACTICE. Thirty-six MGB personnel nationwide converged at El Cielito Hotel, Baguio City on June 15-24, 2015 for a short course on design and management of tailings storage facilities that includes field trips at the tailings storage facilities (STF) of Philex Mining Corporation in Tuba and in Lepanto Consolidated Mining Company in Mankayan, both are located in Benguet province. This was conducted and sponsored by IM4DC of the University of Western Australia and the University of Queensland.
